Come check us out and see how you can make a difference in the lives of all Arizonans.Healthcare Compliance SurveyorDivision of Licensing/ Bureau of Medical FacilitiesAddress: 150 N. 18th Ave Phoenix, AZ 85007Salary: $52,134.78Grade: 21Job ID: 507489Job SummaryThe Healthcare Compliance Surveyor will assist the department in its mission to address Quality of Care issues and public health risks by performing state licensing and Medicare certification activities of initial licensing and certification, compliance, and recertification surveys, as well as, complaint investigations in accordance with state rules and Medicare regulations.Job Duties

  • Prioritizing assigned facility surveys to verify compliance with state licensing and Medicare certification standards and to protect the health, welfare and safety of consumers, clients, residents and/or patients based on state and CMS regulations
  • Conducting complaint investigations of non-compliance with state and federal regulations
  • Preparing reports demonstrating compliance and/or non-compliance related to complaint investigation for possible enforcement and data collection within established time lines. Also preparing statements of deficiency, field trip reports and other correspondence
  • Conferring with and providing technical assistance to owners, administrators, directors, providers, and/or staff regarding state licensing/certification requirements and corrections needed to attain compliance
  • Recommending necessary actions against providers found to be non-compliant with state statutes and rules
  • Recommending for or against Medicare and Medicaid certification, state licensure and enforcement actions, based on review of findings and acceptable plan of correction and follow-up inspection
  • Serving as a resource for providers, public, other governmental agencies, ombudsmen and health care professionals, regarding Medicare/Medicaid certification and/or state licensure
  • Serving as precept for new surveyors
  • Testifying at administrative and judicial hearings as necessary
  • Attending meetings, participating in in-service training and continuing education programs; performance improvement committees and work groups
  • Accurately and timely preparation of Time and Effort reportsKnowledge, Skills & Abilities (KSAs)
    • Knowledge of survey and investigative methods
    • Familiar with Adult learning strategies utilized in the course of provider training
    • Understanding of Community resources, including other state agencies, advocacy groups, networking and provider associations
    • Performance Management (PM) and Continuous Quality Improvement (CQI) and Lean methodologies
    • Oral and written communication and documentation skills
    • Analyzing and evaluating a wide variety of administrative and program records to determine compliance with applicable state statutes and rules during surveys and complaint investigations.
    • Interpersonal relations as applied to contacts with providers and staff, representative of local and state governmental agencies including Adult Protective Services, local police departments, Department of Economic Security, Public Health consumers, media and the public
    • Educating and assisting providers on a variety of topics including those of discipline and abuse, development, records maintenance, supervision, safety, equipment standards, nutrition, sanitation, dispensing of medications, transportation, persons with special needs, the Americans with
    • Disabilities Act, zoning and others
    • Time management and organization to support compliance and investigation workloads and prioritize work activities based on CMS and department performance measures
    • Computer skills
    • Work effectively in a team or independently
    • Identify problems requiring immediate corrective action
    • Ability to travel to facilities throughout the state; frequently requires overnight stays
