The Senior Director of California Payment Integrity will play a critical role in coordination and completion of growth projects across various Optum Care Service Operation teams. With a core focus on California Payment Integrity activities, you'll be engaged in a complex business model that prioritizes customer experience and innovative solutions through technology and service standards. As part of a team that provides solutions and value across a variety of Optum Care teams, it is critical that this role brings curiosity, growth mindset, and personal accountability to the work each day, showing up as flexible and productive in the face of change or obstacles. Primary Responsibilities:

  • Claims Editing System - Professional and Facility Rule Sets
  • Claims Cost Management - Itemized Bill Review, High Dollar Claims, 30 Day Readmissions, Predictive Analytics
  • Audit and Recovery Operations - Focused Claim Review, Credit Balance, Operations Recovery, Waste and Error Post Payment Activities, Duplicate Claims Identification
  • Premium Audit Services - DRG Coding and Compliance, Outpatient Facility, Hospital Bill Audit, Inpatient Pricing Tools
  • Fraud and Abuse - Proficient with TIPS and DETECTS submissions and builds partnerships with UHC SIU. OptumCare is not delegated SIU
  • Coordination of Benefits
  • Subrogation
  • Reporting and Forecasting including weekly/monthly performance, track to incremental and long-term planning
  • Should be comfortable with PMPM calculations and Finance Partnership and accountability
  • Develop and conduct Market and Business focused presentations across a wide variety of stake holders; Network, Clinical, Operations, Healthcare Economics, Finance and Senior Executive
  • Change Management and new value stream adoption
  • New market assessment and benchmarking by product and program
  • This role will be accountable to identify and deliver $10M of incremental PI savings in 2022You'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in.
    Required Qualifications:
    • Undergraduate degree or equivalent experience
    • 10+ years of Payment Integrity experience
    • 5+ years of progressive leadership experience including leading operations and/or business processes
    • High level of knowledge across all PI value streams; capable of aligning to and driving UHG PI strategy
    • Solid consulting and influencing skills; proven results; ability to identify root causes, and determine solutions
    • Ability to travel and spend 25% of time in California

      • Master's Degree in business or health plan administration
      • Certified Professional Coder (CPC), Certified Professional Compliance Officer (CPCO), Accredited HealthCare Fraud Investigator (AHFI)
      • High degree of interpersonal and relationship building skills to engage client
      • Exposure to financial concepts and working with monthly reporting
      • Experience with California health plans with an emphasis on government programs
      • Ability to manage competing priorities, make decisions, and effectively execute across a large, global fast-paced organization
      • Experience managing a comprehensive portfolio of programs
      • Demonstrated ability to gather and analyze information from multiple sources and use to form a cohesive and comprehensive recommendation or problem solution
      • Experience using claims platforms such a UNET, Pulse, NICE, Facets, Diamond, etc.
      • Experience launching and managing new healthcare initiatives/ plans
      • Experience with CES (Claims Editing System) or other claims clinical editing programs
      • Proficiency in various claims payment methodologies; to include capitation, fee-for-service, DRG, percent-of-charge, and OPPS
      • Experience with Fraud, Waste, & Abuse (FWA) programs, or working within a Special Investigations Unit (SIU)
      • Proficiency in performing financial analysis / audit including statistical calculation and interpretation
      • Proficiency in various claims payment methodologies; to include capitation, fee-for-service, DRG, percent-of-charge, and OPPS
      • Proficiency using Microsoft Office: Word, Excel (data analysis, sorting / filtering, pivot tables), PowerPoint (prepare formal presentations and training), Visio (develop workflow processes)
      • Experience with public speaking and presenting to large audiences, including Executives and Medical Directors

The salary/hourly range for Connecticut/Nevada residents is $130,300 to $250,200.
