We are looking for a--Engineering Technician--to provide full time employee engineer services in support of the 56th Civil Engineering Squadron at Luke AFB, Glendale, AZ. This is a contingent position based upon award of contract to T3W. Bachelor's Degree minimum 8 year experience with skillsets but not limited to the following: facilitation and meeting preparation, acquisition support, programming document preparation, project requirements definition, project scoping, facility/utility condition analysis, risk management, funding management & budget, project management, engineering and design support, field drawings, cost estimation Job duties include but are not limited: Contractor personnel responsibilities include managing projects from ---cradle to grave---. Contractors may be assigned projects for planning and programming which will require the ability to evaluate new requirements and develop these requirements into robust projects for approval by the 56th FW and AF Higher Headquarters. Included in the development of the projects, is scoring of the subsystems of the facilities and utilities according to established scoring criteria. Additionally, cost estimates will be required for the projects to Rough Order Magnitude (ROM) level of detail with estimates broken out to CSI divisions. Additionally, project programming documents, including 1391s, 813s, briefing slides and any other required programming documents must be developed and completed. Contractor shall have reach-back support to engineers in a variety of disciplines for project scoping and estimating and perform technical calculations in support of designs. Initial project scoping charrettes will be required for the contractor to coordinate with all affected stakeholders and develop a project scope in accordance with established criteria. Project scoping charrettes would require the contractor to produce a full planning charrette report and economic analyses. Contractor personnel may also be assigned AFCEC or Wing approved projects for design development. Contractors will further develop the programmed projects into clear and concise AE statements of work and design estimates. The contract personnel will assist the AF project managers in the review of the designs through design completion. Contractors may also be required to develop clear and concise statements of work and cost estimates for a variety of other construction projects as needed. Cost estimates must be detailed line item estimates, based on RSMeans, to be used for requesting project funds and comparing against contractor bid proposals. In addition, contractors will be required to tailor UFGS specification documents to Luke-specific specification documents. Contractors will work with subject matter experts on the base to develop specification documents that can be provided with project package documentation. Contractors must be able to work independently with little or no direction from AF project managers on all work. 3.1.2.1.2. Engineer Flight Responsibilities (Title II - Construction Management): (25% Engineering Flight workload) Contractor personnel will be responsible for managing awarded construction projects through completion. Contractor shall have access on a real---time basis to persons fully functional in the use of AutoCAD 2013 or later system for creation of any illustrative sketches or other drawings required and accessing construction drawings. Title II on---site staff shall be proficient in the use of Microsoft Office, and all documents submitted to the Government shall be drafted using an application in that suite. All submittals drafted by Title II to, or in behalf of, the Government shall be written in competent standard business English. Title II services include, but are not limited to: 1)Construction observation; 2)Reporting construction progress and managing construction change requestprocess; 3)Ensuring construction meets Air Force standards and user needs; 4)Coordinating with the Government to correct design errors and omissions; 5)Drafting responses on requests for information (RFIs) and other inquiries; 6)Drafting contract modifications (Mods), including supporting cost estimates; 7)Coordinating inspection and testing schedules; 8)Overseeing construction contractor's quality control program; 9)Attending weekly and monthly progress meetings; 10)Reviewing construction contractor's submittals and shop drawings; 11)Processing required work clearance or other required permits, 12)Providing cost and schedule analysis; process request for information; 13)Developing daily, weekly and monthly construction reports; 14)Coordinating with construction contractor, base civil engineering staff, and base contracting staff; 15)Reviewing and recommending progress payments; 16)Witnessing laboratory and/or field tests and review reports; 17)Maintaining in project files all correspondence, submittals, shop drawings,reports, payment requests, etc. 18)Ensuring that construction contractor maintains and updates construction drawings and specification for as---built record; 19)Ensuring construction contractor submits required manuals for operations and maintenance and for training of facility/CE staff; 20)Inspecting and recommending acceptance of completed facilities for turnover back to the Government; 21)Protecting the Government's interests at all times while dealing fairly with the contractor and others. 22)Prepare briefings on project progress for senior leadership identifying potential problem areas as well as resolutions to problems.
