The Arizona Department of Child Safety (DCS) is a social and human services agency whose mission is to successfully engage children and families to ensure safety, strengthen families, and achieve permanency. DCS has field office locations located throughout the state of Arizona, with its central office located in Downtown Phoenix. Closing Date: 04/11/2021 Job Summary: The Comptroller will manage the Office of Accounting which conducts all of the accounting functions for DCS and oversees the areas of Account Payable, Cash Receipts, Payroll, provider payments, and accounting practices. The Comptroller also acts as chief liaison for ADOA General Accounting Office (GAO) and agency management, AFIS, and Guardian. The Comptroller also plays a key role in the agency's administration of AFIS, HRIS, and other business systems. Job Duties:

  • Provide leadership to the accounting unit regarding technical systems and accounting functions. Manage, supervise, and coordinate with accounting unit leadership to establish and maintain work flow, guidelines and timeliness.
  • Establish appropriate Departmental policies and procedures to maintain fiscal integrity.
  • Review and approve all accounting system control procedures, assuring DCS is in compliance with all laws, rules and regulations.
  • Review changes to federal rules and regulations, and ensure agency compliance with federal and state requirements.
  • Liaison with the General Accounting Office, Auditor Generals Office and DCS Budget.
  • Coordinate the preparation of special financial reports and special projects for agency management.
  • Coordinate with various entities to provide financial information to internal and external auditors.
  • Analyze complex fiscal issues and make recommendations to agency management. Knowledge of:
    -Generally Accepted Accounting Principles (GAAP)
    -Government accounting and fiscal management
    -Enterprise Accounting software and systems

    -Automated accounting systems
    -Microsoft applications and general databases
    -State laws, policies and regulations governing state accounting requirements

    -Planning, organizing and managing the work of a professional (to work toward common fiscal objectives)

    -Interpersonal relations (to interact with state and federal officials, private financial institutions, outside auditors, and other state managers)

    -Direct and coordinate
    -Use concepts and techniques (to develop quantitative methods in business analysis and planning in the fiscal operations of the Department)
    -Prepare financial reports or studies as needed or required (to comply with policies and statutes and report fairly and accurately all financial transactions of the agency)
    -Interface with Budget Office on budgetary issues
    -Maintain the highest degree of integrity of the financial records and reports
    -See solutions to complex issues
    -Listen and understand what people need
    -Bring people together for the good of a common goal

    Selective Preference(s): The ideal candidate has a Bachelor's degree in finance, accounting or related field from an accredited college or university, including a minimum of 24 hours of accounting studies; is a Certified Public Accountant or possesses other relevant professional certification; or possesses a Master of Business Administration or other relevant advanced degree Pre-Employment Requirements: Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
